It has been found that our external management service will delete every user with ID>1000. We need to adjust our playbooks to reflect this.

I tried to re-create the user with the command: useradd -r -d /home/galaxy -g galaxy -G galaxyelixir galaxy, which created the user with UID 199. This part should hopefully solve the problem with disappearing users (only time will tell). However, it broke the galaxy user's home (probably because of the UID change) and other connected stuff (like SSH login), so I ran sudo chown -R galaxy:galaxy /home/galaxy, and it solved the permission issues.

The good news is that after a week, the user hasn't disappeared. Now we need to incorporate this into the playbook.
