The privacy team sends a spreadsheet to sixty engineering teams and asks them to self-report. Three weeks later, half the responses are missing, several are contradictory, and two teams admit they were not aware the requirement applied to them because it was only described in a policy document last updated two years earlier. The audit preparation becomes a fire drill instead of a report generated from ground truth.
