[FEAT] allow target quality in manual mode

Feature Request

It would be nice to have the option to set a target video quality in manual mode rather than a target filesize.

I know different codecs define different ranges, so there is the question of how to scale it - maybe 0-100, with or without the 'native' setting displayed or accessible somewhere.

Current Behaviour

Target filesize is the only way to adjust video quality in manual mode currently.
