Subject: [PATCH] Add a CodeQL workflow

The repo's branch ruleset requires code scanning results before merging,
but no workflow ever produced any - every PR was permanently stuck on
"Waiting for Code Scanning results". Standard GitHub-generated setup,
scoped to this repo's only language (Python).
