[Bug][Images] Unable start from docker compose 1.0.3-beta16 (Missing images)

What happened

These images are not available, so run devlake from docker-compose release 1.0.3-beta16 is not possible

• devlake-dashboard 1.0.3-beta16
• devlake:v1.0.3-beta16
• devlake-config-ui:v1.0.3-beta16

Tags are not found for beta16

What do you expect to happen

Run devlake from docker-compose 1.0.3-beta16

How to reproduce

Thanks for pointing this out.

Apache orgs only allow third-party actions whose exact commit SHA is in apache/infrastructure-actions approved_patterns.yml Older SHAs are periodically dropped. It looks DevLake is still on old pins.

I've opened a PR to fix this #9095
