Hyperlinks to anchors on the same page don't work

This looks like a TinyMCE bug. To report this, I need to reproduce it on a clean page, then post to the TinyMCE issue page.

This is probably not a TinyMCE bug, since CodeMirror only shows on-screen HTML, plus TinyMCE only knows about HTML currently in its editor. This means we need some way to intercept navigation to an anchor and search for it through all blocks in the current document, then scroll to it.
