Subject: [PATCH] build: drop PMD excludes of deprecated rules

PMD 7.28.0 warns that the exclude of UseUtilityClass does not match any
rule: it is a deprecated alias of InstantiableUtilityClass and is not part
of the category ruleset. AvoidCatchingThrowable, DontImportSun and
UnnecessaryLocalBeforeReturn are deprecated too and are therefore never
added from a category reference, so their excludes have no effect.

The effective ruleset does not change.
