FEATURE-ci-v3-integration: distribute workflow contract inputs

A real relocated archive exposed missing native and ChangeLog workflow inputs for the distributed CI contract script. Include all reviewed workflow dependencies; fresh distribution and relocated workflow/package contracts now pass.
