FEATURE-ci-process-cleanup: Retire temporary native verification workflow

Retain source-bound native proof from run 38840251603 outside the worktree. All 26 actual command contracts and complete receipt/signal semantic assertions passed against the final helper/test hashes. Remove only the temporary diagnostic workflow; helper/test bytes and local/affinity proof remain unchanged.
