One skill, prose and reference files only — no scripts, no MCP servers, no hooks. The skill is in Bulgarian because it speaks to Bulgarian payroll staff and quotes Bulgarian statute; the manifests and the repository's contributor documentation are in English. The plugin root is skills/trz-expert, which carries both the Agent Plugins 1.0 plugin.json and a Claude Code .claude-plugin/plugin.json; the Claude manifest declares an enable-time userConfig question that Copilot does not ask, and SKILL.md handles the unset placeholder by applying and reporting the documented default. Verified locally against this tag: @microsoft/vally lint passes, the manifest validates against the 1.0 JSON schema, and Copilot CLI 1.0.82 plugin install reports one skill.
