Subject: [PATCH] Update Learning Hub with recent Copilot CLI v1.0.81/82
 changes

- Document plugins dashboard (/plugin, /mcp, /skills) becoming default for all users, with the PLUGINS_DASHBOARD opt-out and its later removal
- Add voice dictation (Ctrl+Space) to keyboard shortcuts
- Note worktree/move switch reliability fix in v1.0.82 for messages typed mid-switch
