[Java] Add support for linux-arm64

Work in this Task deals with making the work done in #2301, #2393 and #2402 also work on linux-arm64.

Review the commits for PRs #2301, #2393, and #2402 . The assignee of this task must make it so linux-arm64 is supported in a similar fashion.

Packaging requirements

Using the existing style of packaging in the copilot-native maven module, add one for linux-arm64. Add testing as appropriate.

Test requirements

Add a new matrix entry for linux-arm64 in java-sdk-tests.yml job java-sdk-inprocess.
