The last root entries on this repository's drift list were ruled on
2026-09-18: these files stay at the repository root, so the allowlist names
them. No files move and no entry is removed — additions only.

This takes scripts/check-root-shape.sh — run as a required step by
estate-rules.yml — from failing to green on this repository.
