Windows settings.xml is beeing used

I don't know if it is a problem with winless or windows, but since 2 days winless brings with every action the error that the file settings.xml can't be used because it is being used by another program. I checked and no other program is using the file. I erased the file, reinstalled winless and the problem continues.

I have the same issue. Who's know, how to solve the question?!

"C:\Path...\1.9.1.0\data\settings.xml"
