Create `AttachmentDownloader` and `M365AttachmentDownloader` implementing `InputFileDownloader` abstract class

Add Python equivalents of .NET’s  AttachmentDownloader  and  M365AttachmentDownloader . Integrate them with the existing  InputFileDownloader  pipeline and use  OutboundHostValidator  to validate the actual download URL before anonymous or token-bearing requests.
