PR description fails to update

Type: Bug

Here's to hoping this is consistently reproducible.

1. Create PR
2. With the PR tab active, close and reopen VS Code
3. Wait for extension to start and the tab to load

Expected: PR loads.

Actual: Error occurs. PR fails to load, falls back to cache and is unable to be refreshed.

This may simply be an issue due to degraded REST API availability. Related issue from last year.
