Subject: [PATCH 1/2] Pin the cmake utils to v1.1.1

v1.1.1 suppresses the GCC stringop-overflow false positive that fails the
aarch64 release build on date::detail::read, which the staging matrix hits
on manylinux_2_28-armv8.
