[BUG]: period labels can be positioned incorrectly when using ticklabelindex with only one minor tick

In this figure, the period label 2020 should be positioned below the scatter points of the year 2020 but it is centered between the major ticks:

The correct image would contain a minor tick in the center and the 2020 label between the minor tick and the major tick.
