Clarifications about the voting procedures and governance of the project
#384
🇫🇷 France: @bzg for the Free Software unit at the Interministerial Digital Directorate 🇮🇹 Italy: @dptdgi for DTD (Presidenza del Consiglio dei Ministri) 🇳🇱 The Netherlands: @tomootes for developer.overheid.nl (Dutch Developer Portal)
The Steering Committee members can vote on proposals on Pull Requests, the workflow is detailed in procedure-proposing-changes.md
To ensure the Standard always keeps aligned to the needs of public administrations, we encourage participation from everyone but restrict the voting to public servants, for this reason voting is only open to members of the Steering Committee, typically one per country.
[…]
Proposals require unanimity to pass, but when that doesn't happen, proposals with at least 50% approve votes get discussed for an additional period of minimum of 90 days, after which they are put again to vote. In this second round, the change only needs 75% approve votes in order to be considered accepted.
My considerations:
I guess you merged too early, not waiting for the additional discussion. Please revert the merge and allow proper time for discussion.
Also your vote seems to not be counted correctly, it should not be part of the total count, as you are not a member of the Steering Committee.
Another point is the bus number of the project.
After the leaving of @sebbalex you are the only person with administrative access to the organization. This is a single point of failure we need to address. My quick proposal is to grant @valeriocomo (currently engaged as an expert at DTD), full administrative access to the project.
I encourage other members of the committee to provide some technical contacts or volunteer themselves to share this duty.
Please let me know if I oversight some procedures, I guess this is the first time that an additional period is claimed and this kind of glitchs/bugs emerged.
I cited all the committee members in order to have on open discussion on those topic. I created one issue because I think that they are strictly related, but we can split the discussion in different if makes more sense to you.
How well we deal with discrepancies will shape our community and hopefully make it more resilient.

Hello @bfabio,
in the last voting session, in some pr the consensus was not reached:
or by the tag: https://github.com/publiccodeyml/publiccode.yml/pulls?q=label%3Avote-additional-period
I read in the voting procedure here:
https://github.com/publiccodeyml/publiccode.yml/blob/main/governance/charter.md#steering-committee-publiccodeymlsteering-committee
[…]
And then in: procedure-proposing-changes.md
