zip: Support for external attributes in zipinfo

zipinfo support for external attributes which provides atime, mtime and ctime.

Just few days ago I worked on a larger patch that implements a similar feature. Actually, I started the work several years ago, and revived it after #123059 has been opened. It's not finished yet because I'm not sure about the API (how to specify when write the times and in what format?) and I'm taking a break to work on other things, but I hope to finish it in a week or like.

Since current extract and extractall of ZipFile doesn't support recovering the timestamp at all, the implementer must do the timestamp recovering by themselves anyway.

I think adding the capability of adding extended timestamps when writing a file will be more useful, since it allows other ZIP tools to extract files zipped with Python with a more precise time. This can be done by introducing a with_ext_timestamp parameter to ZipFile and ZipFile.from_file(). I created a PR for this.
