Proposal:
Update GitHub Actions workflows to run Apple Silicon macOS jobs on macos-26 (Tahoe)
GitHub runner images have moved forward, and we want CI coverage aligned with macOS 26 for Apple Silicon jobs while retaining Intel-specific coverage where explicitly configured.
