Subject: [PATCH] biscuit-python: Add version 0.4.0

Build the PyO3 biscuit_auth extension per interpreter on cp312 and cp313;
pyo3 0.24.1 caps CPython at 3.13. Runs upstream's pytest suite and the
Sphinx doctests against each wheel.
