Moves @babel/core, preset-env, preset-react, preset-typescript, plugin-transform-runtime and @babel/runtime to 8.x. The existing .babelrc is accepted by Babel 8 unchanged.

Moves @babel/core, @babel/preset-env, @babel/preset-react, @babel/preset-typescript, @babel/plugin-transform-runtime and @babel/runtime to 8.x and babel-loader to 10.1.1, regenerated with npm on this branch.
Takes pulp#337 (same version ranges; the lockfile resolves @babel/core to the newest 8.0.x the registry offers).
Babel 8 accepts the existing .babelrc unchanged, and the Lingui macro plugin works with it.
Checked locally: production build (the bundle still names the build commit), npm test, lint:js, lint:ts, lint:e2e, lint:sass, lint:ls, gettext extract and compile. The Playwright smoke in CI runs on the production build.
