Also updates qs, serialize-javascript, fast-uri, follow-redirects and launch-editor within their ranges. qs and follow-redirects stay on the newest releases the minimum-age install policy allows.

Brings the fork's toolchain in line with the dependency commits merged upstream after the fork base, regenerated with npm on this branch.
Upstream commits taken (pulp/pulp-ui): 4670112 vite 8.3.0 to 8.3.4 (pulp#387), 17d36d4 prettier 3.7.4 to 3.9.10 (pulp#385), 2c2360d qs (pulp#392), a4e910e serialize-javascript (pulp#393), 6004c4c fast-uri (pulp#394), 74e8eee follow-redirects (pulp#388), d26e20b launch-editor (pulp#390).
Two commits: the dependency change, then the prettier 3.9.10 reformat of one file (formatting only, no logic change).
Resolved transitive versions: serialize-javascript 7.1.4, fast-uri 3.1.9 and launch-editor 2.14.2 match upstream. qs resolves to 6.16.1 (upstream 6.17.0): the install policy minimum release age holds back the newer release. follow-redirects resolves to 1.16.2, newer than the 1.16.1 upstream took.
Checked locally: lint:js, lint:ts, lint:e2e, npm test, production build (the bundle still names the build commit).
