Follow-up to #3, as ruled: move the repository's development rules into the canonical agent document, update the reference that pointed at the retired-tool file, and delete the file. One change set, nothing else.

What moved

AGENTS.md gains a Development rules section with five subsections — code and layout, tests and quality gates, providers and outputs, data handling, research claims — carrying the rules that were in .cursorrules. Parts of the old file that only restated docs/ (the package tree, generic maintenance advice) are condensed rather than copied, and stale specifics are corrected against the repository instead of carried over:

Old .cursorrules statement Now
"Coverage: > 90% overall, > 95% critical paths" the configured gate, --cov-fail-under=80 in pyproject.toml, with the raise-to-90 plan attributed to TODO.md
model list including claude-3.5-sonnet providers named without a pinned model string
"Pre-commit Hooks" as an enforcement path the actual gates: ruff check, ruff format --check, CI on 3.12/3.13/3.14

TODO.md's mock-policy note cited .cursorrules as evidence that mocking is the repository's own convention; it now cites the moved rule in AGENTS.md ("Mocking is expected where it keeps tests deterministic") alongside tests/AGENTS.md and conftest.py.

.cursorrules is deleted. The only remaining mention of it is the provenance line at the top of the new section.

Validation

  • Markdown link and anchor audit on the changed files: 11 links, 0 problems.
  • CI on this PR runs the full suite, lint and format checks (docs-only change; no source touched).

Note for reviewers: the old file's AGENTS.md in every analysis level and "module AGENTS" requirements are already satisfied by the existing per-module maps (src/symposium/organizing/AGENTS.md, tests/AGENTS.md), so no new files were added.

Moves the repository's development rules into the canonical agent document and
deletes the retired-tool file. The rules survive as AGENTS.md "Development
rules" (code and layout, tests and quality gates, providers and outputs, data
handling, research claims); parts that only duplicated docs/ are condensed.

Stale specifics are corrected against the repository rather than carried over:
the coverage gate is the configured --cov-fail-under=80 (raising it is tracked
in TODO.md) and the CI matrix is Python 3.12, 3.13 and 3.14.

TODO.md's mock-policy note now cites AGENTS.md instead of the deleted file.
