CI jobs on main remain queued because they request the retired
ubuntu-20.04hosted runner. Run all four jobs onubuntu-22.04runners withubuntu:20.04containers, install Python 3.8 and supporting tools inside each container, and add Poetry toGITHUB_PATH.Validation: workflow YAML parsing and configuration checks passed;
python3 scripts/check_release_workflow.pyandgit diff --checkpassed.
