[Upd4ting]

Why

Goal: delete every AntelopeJS guardrails.ratchet.json through verified PRs on campaign/integration, each consumer proven by tarball against unreleased producers. interface-api-util#32 (W6-3) landed on integration as a type-only change (errorFunc returns HTTPBody | undefined). This repo's integration still pins the older util tarball cc740f8, so its proof does not cover the new type. This PR re-pins it and changes nothing else.

What is pinned

• @antelopejs/interface-api-util: antelopejs-interface-api-util-cc740f8.tgz to antelopejs-interface-api-util-639f38b.tgz (interface-api-util#32 head 639f38b7fe9cf7b8d01e490d3b1f29eae719ab17, version 0.4.0, interface-api peer >=0.3.0).
• sha256 fa0a3cfa243d0c78cd29d45839ae61bbbce5615a7c8d8247755b0cd91c8bedc6, same bytes as ~/.cache/campaign2/tgz/antelopejs-interface-api-util-639f38b.tgz.
• Made with campaign/tools/use-tgz.sh only. The diff touches only pins, locks, .campaign/tgz/SHA256SUMS, the tarballs, ranges.tsv rows and README pin cells:

Verifier note

Integration moved to 169448e (#83 lowered guardrails.ratchet.json) after this head was cut. This diff does not touch the ratchet file, so at the head alone pnpm run checks now stops at ratchet ("raises typescript/no-unsafe-return from 2 on the base to 4"). A scratch merge of this head with that integration commit passes: Checks: 9 passed, 0 failed. The "Checks: 9 passed" above was true against the earlier base.
Lockfile churn beyond the pin: the @antelopejs/interface-api-util snapshot goes from 0.3.0 to 0.4.0 and its interface-api peer range from >=0.0.15 <1.0.0 to >=0.3.0 <1.0.0.
The diff contains no ranges.tsv file; ignore "ranges.tsv rows" in the first list.
