Release 0.3.0: automatic discovery, capabilities, and live routing

New provider models previously needed a Model Control update before Free routing could recognize them. This release discovers exact provider/model pricing and capabilities automatically, enrolls eligible models under saved policy, and resolves owned agents against current saved settings and the running OpenCode inventory.

• Fetch bounded, credential-free Models.dev metadata with conditional requests, shared refresh coordination, 15-minute refresh and 24-hour pricing expiry. Missing, conflicting or expired evidence blocks routing; failed refreshes retain unresolved CLI conflicts.
• Preserve explicit disables, role pins and unsaved drafts through schema-v3 migration, automatic discovery and revision-aware saves. Show complete capabilities, freshness and actionable eligibility reasons.
• Keep four stable model-free agents and apply role changes live for already-loaded models. New models absent from the running host show reload guidance. Preserve media permissions, reviewer restrictions and exact repair-model retention with current-policy checks.
• Prepare 0.3.0 documentation and exact installed-tarball acceptance across Linux/macOS, Node 22.12.0/24.x and OpenCode 1.18.22/1.18.28. All host inference uses an isolated loopback test provider.

Validation: independent Astra/high task and whole-branch review, followed by a scoped review of the final pricing fix. Local Node 22 and 24 verification each passes typecheck, 293 tests and production build. PR CI additionally requires both installed hosts (19 scenarios each), all 12 production-browser interactions, upgrade/connection/MCP checks, damaged-artifact rejection and public metadata retrieval against one shared candidate tarball. All current acceptance and security jobs must pass before merge.

Publication is a separate post-merge gate: build one final tarball from protected main, verify those exact bytes on both platforms, then publish and verify matching npm/GitHub downloads. Issue #12 stays open until public release verification.
