Seems to work again? Buildroot uses almost the same URL: https://linuxtv.org/downloads/v4l-utils/.... I guess this was only a temporary problem?

autoreconfigure is not available at checkout
compatiblity with newer setuptools
binutils changed how the target format is handled. the old behaviour can be achieved via --output-target https://sourceware.org/git/?p=binutils-gdb.git;a=commit;h=5e83077d552ed6f81dbc092eb3ccf827a43de42c
