Holding this pending #14.

This bump is not failing for a flaky reason: coverlet 10 identifies branches that 6.x did not, so Paramore.Fences.Core.Tests measures below its <Threshold>100</Threshold>. Taking it means deciding what our branch-coverage gate should be under a tool that counts branches differently, which is a coverage-policy question rather than a dependency update.

#14 covers that, together with the separate problem that 6.0.4 drops coverage data non-deterministically — the reason this repo has needed four rerun --failed invocations in a week, including on the 9.0.0 release build.
