chore: open 5.5.1 on release/5.x - #178

Conversation
Bump Version to 5.5.1 and the package-validation baseline to 5.5.0, name 5.5.x (the latest release on NuGet) in the supported-versions table, and add a 5.5.1 heading to every changelog, so each 5.5.1 fix PR adds its line under it. The heading's date is set again in the commit that gets tagged. Closes #177 Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Closes #177
Problem
release/5.xwas cut atv5.5.0(490b4de) and still prepared 5.5.0, which is published. A fix PR into it had no version to file its changelog line under, and package validation still compared against 5.4.1.Change
Directory.Build.props:Version5.5.1,PackageValidationBaselineVersion5.5.0.SECURITY.md: the supported-versions table names5.5.x ✅/< 5.5 ❌, the latest release on NuGet.## [5.5.1] — 2026-10-20heading in all four, with a release link in the root. The root section is empty, and the package sections say "No change in this package." until a fix lands. Set the heading's date again in the commit that gets tagged (CONTRIBUTING.md, Changelog).Tests
