The 24-hour Flex-start v5e-8 request exposes tpu.nodeSpec[].node.schedulingConfig.terminationTimestamp through the alpha queued-resource describe surface, while the stable surface omits it. This caused the launcher to reject a valid ACTIVE lease with No explicit lease expiry; nothing launched.

Switch the queued-resource describe call to gcloud alpha so the existing lease parser can read the real termination timestamp. No model, optimizer, training, or runtime behavior changes.
