Per tc39/ecma426#276, the 'ranges' property in SourceMapJson is now an array of encoded range segment strings (string[]) to allow tools to concatenate or split generated ranges without re-encoding. Each segment resets RangeState upon decoding, and strict mode validates that a segment's first range does not start before the previous segment's last range ended.
