Moves both projects in csharp-basic-topics/DeprecationInCsharp from net7.0 to net10.0 and updates the test packages (Microsoft.NET.Test.Sdk 18.11.0, xunit 2.9.3, xunit.runner.visualstudio 4.0.1, coverlet.collector 10.1.0). DateUtils.GetCurrentYearV1 now uses a nameof message with DiagnosticId DATEUTILS001 and a UrlFormat, a new LegacyDateUtils class shows Obsolete on a whole class, Program.cs calls it, and the V1 test suppresses DATEUTILS001 around its one call. Both tests pass.
