Moves all three projects to net10.0 with BenchmarkDotNet 0.15.8, MSTest 4.5.1, Microsoft.NET.Test.Sdk 18.11.0 and coverlet.collector 10.1.0. The benchmark gets [MemoryDiagnoser] and Program.cs now passes args to BenchmarkRunner, so --job and --filter work. InstantiateArrayManually uses a collection expression, and FillWithSpan and FillRangeWithSpan show the AsSpan().Fill() route with two new tests.

Moves the PopulateArrayWithTheSameValue sample from .NET 6 to .NET 10 with BenchmarkDotNet 0.15.8, MSTest 4.5.1, Microsoft.NET.Test.Sdk 18.11.0 and coverlet.collector 10.1.0, adds [MemoryDiagnoser] to the benchmark and passes the command-line args through to BenchmarkRunner so --job and --filter take effect, switches InstantiateArrayManually to a collection expression, and adds FillWithSpan and FillRangeWithSpan with two tests for the AsSpan().Fill() route.
