Problem
Claude Code 2.1.278 rejects claude-opus-5-5; the runtime requires version 2.1.280 or later.
Change
Update the shared PR-review action to claude-opus-5-5 and pin Claude Code to upstream main commit 9ca9355b36297178e28d37c799d1c9c8a28e6507, which packages Claude Code 2.1.280.
Verification
Local static workflow validation tools are unavailable: actionlint is not installed, and Python YAML parsing lacks PyYAML.
