Generate a table that compares the voting records between multiple people.

Easily show where council members differ on policy.

Other Notes

Initial impl should be between two people but I don't see why we shouldn't be able to generate this table for N number of people.

Actually, expanding, you could extend this to "person comparison"

1. how many bills are sponsored by each person
2. what are the general topics that each person discusses / sponsors bills on
3. show "absolute" difference (all time) vs "shared time" difference (during the same time period, i.e. just 2021)
