PR4716 leaves its three current-state CRT queries as host arithmetic. This package implements one complete transported T(S^-1(q)) key on five fixed binary tape roles: fresh descriptor copies at all three epochs, bitwise cached CRT arithmetic, a complete 544-bit ROM scan per query, full 15-bit modular carry/borrow, and scratch/head restoration. The physical 18-bit input/output includes and preserves the back spectator.

The two existing stale-offset witnesses now execute with 171,252 and 171,266 tape actions. These count actual reads, writes and one-cell moves; they exclude Boolean control time, setup, inverse/ROM compilation and observer work. This is a fixed reduced H=G=1,K=5 implementation, not a uniform E(p,ell) bit-step tariff, complete repair/caller, supplier admission or new κ.

Validation on macOS arm64 / Python 3.12.2:

  • Registered metadata/source pins and normal replay pass; direct optimized replay also passes.
  • 24 deterministic keys agree with the exact retained caller at all three query epochs. A separate interpreter reconstructs every tape from the unit event stream, checking borrowed input/ROM preservation, zero private scratch/work and all head returns.
  • Nine rejecting controls cover the second/third stale offset, truncated high carry, clearing/head omissions, wrong CRT weight, invalid-left enabling, transported-descriptor error and a missing unit-move event.
  • A separate Codex agent reviewed the data/control accounting and independently replayed 12 keys, checking 2,048,028 unit events. This is AI review, not human or formal acceptance.
  • Committed-byte/source-history checks pass for all 12 package/input files. Export integrity and Git-free optimized replay pass; live-source, retained-caller and frozen-receipt corruption reject, and all 13 export files are restored byte-for-byte.

Only research/crt-transported-key-tape/ is added. PR4716's caller is retained unchanged with exact origin/hash/credit; the live modules are pinned to canonical main b58ad9ef4d4e861b0eaa5dba41742bdc072dca51. Open next questions explicitly separate uniform counter/ROM production costs from the scanner-mask/repair interface join. No selected cold replay, Lean, Docker or full repair was run.

Pre-submission refresh: canonical main remains b58ad9ef4d4e861b0eaa5dba41742bdc072dca51 (priority revision 7). The shared snapshot covers 499 open PR bodies at 18:35 UTC and 3,648 Discussion records at 18:36 UTC, with complete reported pagination; the scoped search also covers all 5,862 tracked notes at this publication commit. PR4716 was checked live and remains at d9913fe24f119f9d431f324dbbe7d90de409a856. No newly overlapping implementation was found beyond the credited predecessor/repair interface and this claim; code diffs, closed-only artifacts and unpublished work remain outside that search.
