Verify one completed source-bound p=3 terminal-anchor invoice for #5113. The stage word is E0 Et Es=Pt Ps D0 Ds Dt; it has rank-24 in ambient 25 and no central Q factor. Three FULLs reuse the same 224 main owners and have 1224 fresh helper owners, counted once. The known forward endpoint gives only 112 pure X outputs; the ceiling favorably grants all 224 main owners autonomous rank-24 jobs and all added movement, arbitrary-Y cleanup, storage, precision and terminal-consumer work free.

The optimistic target is T=84H4+21H7+141H8+978H9+224H24, and complete unchanged source lower bill is P=6603H1+1236H2+1530H3+381H4+120H5. After cancellation both rank masses equal 15453, rewards have ranks at least 7 and remaining costs have ranks at most 5. Therefore M(C)<=15453*(7^(-C)-5^(-C))<0 for every C>0; C=0 has exact equality. The retained 0<C<1 route and [.0030217758,.00339999] comparison domain are covered without numeric roots.

This rejects that fixed optimistic invoice before implementation. It does not exclude changed profiles, shared children or consumers, prove an all-p physical family, certify a complete supplier or improve κ. The eight anchor axes and 448 inserted P maps are not owner arrays. No free Q reward is included. The supporting rank-16 pair inventory remains separately scoped, including its paid two-sided pure-word boundary; it is not substituted for a FULL caller.

The author owns broader moving-stage questions; Dillon's whole-p2/paid-IDLE/port-intertwiner and newer query-containing constructive routes remain separate. The precise released source discussion checkpoint and bounded monitor refresh through 10:13:48 UTC found no competing exact no-Q p=3 rank-mass application. This is delegated bounded overlap evidence, not exhaustive novelty.

The design, independent review and separate pair-inventory trees are retained byte-exact. Three design text captures contain one extra terminal LF relative to exact raw source; both captures/manifests and raw snapshots are preserved. CAPTURE-RELATIONS tests that difference explicitly, while original Git provenance pins use raw source hashes. No captured hash is silently substituted for a Git blob hash.

Validation

Exact reviewed/exported commit: 40284439025e5f6b8d6f5275fd8ed067610b2f83. Python 3.12 standard library. The unchanged independent checker authenticates all 10 scientific inputs, parses literal source P0/H profiles, independently composes the p=3 permutation/Gaussian normal form, reconstructs full owner/helper incidence and signed profiles, and checks the exact separated-mass certificate. Mutants reject unearned Q/rank-25 credit, maps/axes counted as owners, duplicated helpers, fresh main banks per FULL, omitted terminal bill and missing H1 work; the repeated-stage control cannot inherit rank-24. The package wrapper authenticates all archives, tests the documented LF relation through its actual rejection guard, launches the frozen checker unchanged under -I, and requires exact frozen stdout equality.

Registered normal/O replay passes in 1.094 seconds combined. Metadata, exact committed bytes/source ancestry, diff check and official export integrity pass. Git-free read-only export replay takes .205/.390 seconds, with identical output and unchanged bytes/modes. Whole design/review/pair evidence trees equal their originals. Final explicit-root preflight additionally scrubs inherited GIT_* and PYTHONINSPECT/PYTHONSTARTUP/PYTHONPATH; this invocation hygiene does not duplicate the separately owned shared-tooling fixes. No native/emitter/compiler/Lean/historical suite, p sweep or root search ran. Hosted run 39938847043 at this exact head failed during shared onboarding helper tests: 408 tests, eight failures and 17 skips. The failures match the fixture regressions covered by the separately owned PR #5123. The scientific normal/optimized replay and integrity job was skipped; this run supplies no hosted scientific result for this package. The local replay and independent publication-audit results above remain separate evidence.

Stop this fixed three-FULL no-Q invoice before emitter/compiler expansion. A useful reopening must identify a genuinely changed source-bound paid/eligible-target profile or proved consumer and show exactly which term of this mass certificate changes, with all original fields/helper jobs retained. Such an alternative needs its own complete favorable cost gate. TASK/README retain the blockers and distinguish an algebraic parameterized invoice lemma from actual all-p caller admission.
