Change and mathematical scope

Preserve a source-bound obstruction for Dillon's released two-FULL/one-query operator-intersection target. For fixed finite columnwise monomial-Clifford plus scalar-owner programs on the actual 17 axes, the four free-membership conditions force t0_f = 0 at every sufficiently large width. The all-width invertible contract therefore cannot hold in this declared class. The direct scalar-owner argument is retained separately. This does not classify every physically FREE program or exclude exceptional small widths.

The corrected proof uses Ht = D3 H0 D3^-1, permits the central direction to shift by a W vector, and preserves the rejected Ht = H0 inference as a warning. Separate exact arithmetic assumes the unrealized complete invoice T = 224 H17 + 816 H9, P = 4608 H1 + 838 H2 + 1020 H3 + 254 H4 + 136 H5. On C ∈ [.0030217758,.00339999], 44 additional H1 is maximal for uniform strict raw positivity; 45 fails at the upper endpoint. Finite work, endpoint completion, compiler reserves and outer transfer remain unpriced. No caller or κ improvement is claimed.

A distinct independently reviewed appendix closes the scalar-owner commuting-X paid-shear subclass: for S_k = I + u_k v_k^T tensor H_k, the endpoint's identity coefficient forces m >= 112. The narrower explicit rank-two execution costs 3m H2 and permits at most seven shears under the conditional raw allowance. This is not a universal implementation/query lower bound. Operator-valued gathers, noncommuting alphabets and retained native observations remain outside it. No paid construction or search ran.

This new module preserves reviewed proof, independent review, inventory and the separate budget-author packet unchanged. The separate stopped paid-shear capsule is outside the main FREE theorem. Its exact historical CONTRACT is retained only with its stop proof and independent review. Noncolumnwise/non-Clifford/growing-alphabet controls, changed paid words, extra axes or different targets remain outside the obstruction.

Direct normal/O and registered runs pass. The hook authenticates 53 immutable evidence files, executes five source/flag and five invoice controls, and reproduces full frozen source/flag and budget receipts byte for byte. The source witness is binary symplectic only. The hook separately authenticates the written paid-shear appendix and checks its explicit 7/8-count price arithmetic; it does not machine-check the coefficient-rank proof. The all-width theorem remains an independently reviewed written proof; no machine-checked phase, native endpoint, compiler or Lean replay is claimed. Private logical-path relocation preserves every receipt field. About 3 seconds per direct run on CPython 3.12, standard library only.

Committed-byte/source ancestry and official export checks pass. Fresh Git-free normal/O replay passes with identical receipts and unchanged exported bytes. HISTORY.md records an initial failed CRLF-normalizing staging attempt; local .gitattributes now preserves the original raw source bytes. Both modes report PASS_SCOPED_SUPPORT_AND_CONDITIONAL_ARITHMETIC. This verifies the declared finite hook, not the all-width written theorem, native endpoint, compiler or κ admission.

Specify one actual paid or non-Clifford program, all four controls/inverses, arbitrary-input ownership/charts and a complete affordable bill. The conditional 44 H1 allowance is not a compiler reserve or free physical implementation. No further Clifford search or prospective paid construction is included in the main result.
