PR6229 leaves open whether allowing frames outside the eight-port source span can beat its REL paid floor of eight. This package removes that confinement hypothesis while retaining exactly its eight independent local sources, chronological arrival rule and receiver contract.
Intersect every gathering/landing frame with the source span. This preserves source vectors and the complete endpoint and weakly decreases each dimension gap. The written proof explicitly extends Nick Petalas's cumulative debt invariant to projected zero-gap steps. An outside-reaching four-move network attains cost eight.
Evidence: native Windows CPython3.12.11 registered normal and optimized runs produce identical certificates:374 subspaces,5395 strict frame pairs,307 zero-gap contractions,1503 reduced gaps,3 complete fixtures and9 rejecting controls. Metadata and final10-file committed-byte/source-history preflight pass. Separate AI mathematical review found no blocker; root reviewed the checker. The initial vendor-pin alias and CRLF packaging failures, fixes and unrun checks are recorded in VALIDATION.md.
Scope is a written all-finite-network REL lemma plus finite implementation controls. Additional local sources, summing shared block bills, native synthesis, a complete physical invoice, supplier admission, hosted CI and human/kernel acceptance remain unclaimed. No new kappa or selected-frontier change.

A local ancestry-only merge retains exact pending source50540b2a7e0d219bc4920e6252e75113b5a9d8d8for cold-clone provenance; it does not import its tree or merge/close an upstream PR.Canonical coordination and overlap: #1166 (comment). Final refreshed snapshot covers356 open PRs,5976 Discussion records and the complete HEAD note inventory. Its distinctive matches are the predecessor and this investigation; this is not a novelty certificate.
