Reconstruct the higher-moment and logarithmic-majorant conditions with integer square-root intervals. Certify the changed minimum complement power 1013, preserve the published recipe and add source/receipt rejection controls. No new kappa. Prepared for @CubeJerry with substantial OpenAI Codex assistance. Apache-2.0.

The published PR6167 compiler recipe passes an independent integer/rational reconstruction of its numerical hypotheses. The least complement-capacity power at theta=63/64 is 1013: the older PR6030 value 1012 fails, while the published 1024 remains valid. The sufficient threshold stays N=2^65807000000000 (first grid index 47005). No new κ.
This addresses the numerical compiler handoff in #6214. It extends #6109's older-invoice audit using a separate integer-square-root implementation; #6245 covers outer arithmetic. The threshold and root-enclosure method are credited prior work, not new claims.

PASS_REGISTERED_RESEARCH_PACKAGE.Executed: normal/optimized registered replays, 4,100 independent arithmetic-oracle cases, 18 semantic controls (including power 1012, preceding grid point, forged intervals and an equal-mass paid mutation), four parser/arithmetic rejection cases, seven source-byte corruption controls and one receipt corruption. Committed-byte/mode/history checks and read-only Git-free export replays passed. No hosted CI or full selected cold replay claimed.
Scope: fixed-source numerical theorem instantiation, not a new supplier admission, full-theorem formalization or native/caller replay. The native_all_columns, owned_erasure, compiler, precision_tape and analytic_recovery assumptions remain. No selected record or upstream/ changes. Remaining physical/interface obligations are not discharged.
