Draft PR opened by the dream engine on a GATED ACCEPT night (2026-09-10-VisionFlow, run 7c5f09bb61c7cbc7).

Candidate tree 034d44796960ac5d2983de8599dafc0f25a3cfe5 was applied in isolation and the required evaluators re-run against it: build-check=PASSED, links=PASSED, meta-tags=PASSED, structured-data=PASSED. Witness 7f1ba315feb1.

A human decides the merge — evaluation is not promotion.

Finding: Given the 2026-09-10 build receipt lists exactly seven top-level dist entries with no robots.txt, and build.sh byte-accounting is exact (60,240,964, stable across 09-08→09-10), when a 23-byte permissive robots.txt (User-agent: * / Allow: /, no Sitemap line — no sitemap exists on the domain) is added at website/static/robots.txt, then the rebuilt tree gains an eighth top-level entry robots.txt, BUILD-COMPLETE bytes rises from 60,240,964 to exactly 60,240,987 (+23), and all four REQUIRED evaluators (build-check, links, meta-tags, structured-data) remain green with every counter unchanged except bytes.

Gate: ACCEPT upheld: 4 required evaluator(s) passed on candidate tree 034d44796960
