Renovate now runs as a CronJob in the cluster (FerrLabs/Infra#424), and FerrLabs/.github#339 removes renovate.yml and reusable-renovate-dispatch.yml. The "rebase now" dispatch has nothing left to trigger: a ticked checkbox is handled by the next in-cluster run (every 2 h).

Merge after FerrLabs/.github#339.

Deleting renovate-rebase.yml is self-contained: the only other Renovate reference left in the repo is renovate.json, which the in-cluster run still reads, and Renovate rebase now is not among the checks reported on this PR, so no required status goes permanently pending. Nothing blocking.

One ordering note, not a finding: merging this before FerrLabs/.github#339 is the safe direction (caller removed before callee). The reverse would leave this workflow failing on every pull_request: edited.
