Introduces top-level dependencies.toml as the shared source of truth for runtime defaults and CI/scenario dependency profiles. Renames the resolver to scripts/resolve-dependencies.py and updates CI, scenario fallback loading, Renovate, and docs to use the TOML manifest. Rust defaults now parse the embedded manifest at compile time while keeping the binary self-contained. Validation: FIX=0 ./scripts/lint.sh passes; full cargo test still has two existing environment-sensitive status test failures.
