feat!: Add a reusable website build workflow - #211

Moves the FlowFuse/website build out of that repository's test.yml so the website's own CI and FlowFuse/flowfuse documentation pull requests share one definition. Adds an optional Netlify upload, which is what gives documentation pull requests a preview URL.
