L1 grouping: the running-history record (grammar, writer, windows, history_get/clear) #184
Description
Lane L1. The history line grammar in data/, reader and writer (atomic rename, mode 0600, XDG state path, unknown lines kept verbatim), windows from /proc stat and smaps_rollup, crash/restart/quarantine counts from the supervisor, verbs history_get and history_clear, settings history_file, history_window_s, history_save_s, host_class. No planner.
