no_pins.py: also refuse a '<=' ceiling and an exact '=' pin #37

Closed

Description

@linuxnow

Found in the review of #36. tests/no_pins.py refuses a </<< ceiling on omx-clap-host-tests in either file, and requires one floor. It does not refuse a debian (<= 0.8) or an exact pin, (= 0.7.0) or spec = 0.7.0. Both are ceilings in effect, against the floor-only ruling of 2026-10-15.

Fix: in declared(), count any <=, = or < constraint on DEP as a ceiling. Test: a nopins sabotage case for each form, in each file.

    In PR: #92 @27d2070. declared() counts <=, = and < (debian also <<) on omx-clap-host-tests as a ceiling in both files. Six nopins sabotage cases added; the old script accepted the exact '=' in the spec and every non-'<<' form in debian/control, the new one refuses all six.
