fixtures/probe-output: add a 1.1 document with cost.voices and note-onset latency #119

fixtures/probe-output/ still holds 1.0 copies. Add plugin-hostd's tests/fixtures/probe/instrument-notes.json so the judge is tested on a 1.1 document. Decide whether the reader keeps latency.method and heard (src/probe-output.ts:292 drops them) if the record should carry them.
