Upgrading Django to 5.2.17 is a major version upgrade from 4.2.10. Note that the USE_L10N setting (defined in helloproject/settings.py on line 73) was deprecated in Django 4.0 and completely removed in Django 5.0. Since Django 5.0+, Django always behaves as if USE_L10N is True. You should remove USE_L10N = True from your settings.py to clean up obsolete settings.
